Why did the Democrats(B. Frank) not allow the Republicans to p regulations for Freddie Mac and Fannie Mae?

In the last few years of the Bush presidency Barney Frank and other Democrats blocked the page of a bill that would have regulated Freddie and Fannie and head off that economic fiasco.
