The myth of a secure-mighty-USA is being exposed with VA shooting,other terrorist acts.Why is the gov weak?

There was a gap of about 2 1/2 hrs between the 1st shooting of 2 people and the terrible macre afterwards, yet as in the ghastly events in the past the government was found dozing and incompetent. What's going on? Is there a sinister motive behind all this. R we being kept in the dark and fooled?
