My apartment complex had a separate can for cat litter in the garbage areas for all six buildings.?

Now, the co-op board has decided to create a policy, which requires anyone with a cat to carry their bags of used litter to a dumpster about three-fourths of a mile away. Can anyone recommend a solution that I can propose to the board, so I don't have to carry 2-3 bags of litter a week to the dumpster? For example, an airtight can or bag in which I can place my litter in a labeled can in my basement. In addition, I have cancer and this policy is particularity burdensome for me. I could really use some ammunition to bring to the board to change this ridiculous policy. Thanks for any ideas... I'd appreciate all answers.
